Fog Lamp Indicator Light

I have a 1997 Grand Am Se 3.1. To the left of the fog lamp on/off button, and to the right of the instrument panel intensity control, there is a symbol for the fog lamp, which stays illuminated all the time, day or night. Is this normal? The light goes off when I dim the instruments panel light down all the way. Both fog lamps are operating normally.

on the 99's you can manually turn off the fog lights, maybe its the same for you
