If ever your windshield is hit by a rock from a commercial truck, follow that truck, pull-over with it, and tell the driver.
All vehicles with dually rear wheels are required to have 'anti-sail' flaps to prevent rocks being thrown, but everybody knows it still happens.

His company has insurance and the EXPECT this to happen occasionally.
Make a claim and have them pay for it.

Otherwise, make a claim against your own insurance co if you have comprehensive. They will usually waive the deductible, 'cuz they sure don't want you on the road with a cracked windshield that might cause an accident for which they would have to pay.

If it was a city garbage truck, CALL THE CITY TOMORROW and make a claim, based on exactly when and where this occured.
They can check the records to find out which truck was there at that time, then inspect the truck for presence of a anti-sail flaps.

Good luck.

Repair: Go to the nearest hi-quality car wash. There will be somebody hanging there who does on-the-spot repairs for about $50 for one that's dimed-size.
