Heater Fan

Well, Christine sure likes to act up. Now, when I have the fan speed on 1 or 2, the fan doesn't turn. 3, 4, & 5 all blow at thier usual speeds.

Where should I start to look for the problem? It's almost as if the fan isn't getting the signal when I turn it to 1 or 2, moreso than the fan being stuck.
