i was wondering if it was because of the brakes i have but whenever i wash my car or it rains & i drive they leave like a rusty clay type residue. i hate this. i just buy the basic brake pads from the auto store. is that why? are there brakes that don't do that? if so, how much do they cost?

It's a combinaiton of your brake pads (you must be using semi-metallic pads) and the rotor's composition.
You could get ceramic pads and nickel-coated rotors, that would solve pretty much all of the rust problems you have. Pads would be a good start though.
