My engine (94 quad ohc) has very little power(its not broken) I think I got the least powerful engine possible for any GA correct? How can I make it better besides puting a dohc engine in?

Well, for that body style, yes, the OHC is the least powerful engine. Before that the 2.5L was.
You could probably add a K&N cone filter (or better yet, CAI), and maybe you'd gain a little. Maybe an HO exhaust manifold would help a bit.
