In order to get the the bumps of road build up off the inside of your wheel you need to get a butter knife or something to scratch it off. It is a lot of hard build up that few things can remove w/o hurting the finsh of the wheel. Meguiar's makes a good wheel cleaner called Hot Wheels? It is in a bright pink-ish bottle.

... can't think of the name of the product but if you go down the 'cleaning supplies isle' at your local automotive shop, you will see many cans of foaming cleaner that should work just fine :)

not sure, but if you have a clearcoat on the wheels it will takes some of it off. I think it may mess up some finishes also.

Fantastik kitchen spray... Or auto parts cleaner (acetone) but dont use it on polished or chrome wheels...Test a spot first.

I bought one of those 100% cotton hand mits...the same I wash my car with so I dont get scratch marks and scuffs. I use one mit for the car and a seperate mit for the tires only....works like a charm and the chromtechs come out looking gorgeous.
