yup its ok.. just check on the TB's for the cooling lines... on my 94 and im sure all 94's dont have that cooling line but im sure they used them for your year... so you would just have to bypass the tb.. and make it work.. other than that , thats it

it's not a cooling line, it's a heater line. the coolant temp is hotter than the air. it's there to help cold starts. since your engine doesn't have the line from the radiator to the TB, you don't have to worry about bypassing anything; it's already 'bypassed' because it never existed in the first place.
you can't just port out the TB or the butterfly plate won't fit anymore. you could do it, and machine a new plate for the TB to fit, but IMO it's too much work for what little it'd be worth. a 3400 TB will bolt directly to your 3100 but the plenum won't match, so you may want to port the plenum opening to match the TB. the 3400 TB is a few mm bigger, probably more than you'd be able to port out on a 3100 anyway. it also has the heater line, but you can just ignore it if you get one or cap it off if you feel like it.. you'll have to use the linkage from the 3100 TB on the 3400 TB. not sure if the linkage is the same on all 3100's, but i know it's different between 3100/3400. no big deal to swap.
if you haven't guessed, i installed a 3400 TB on my engine. i'll take a pic of it if you want.
i think the 3400 TB is a much better idea than trying to port out a 3100 TB - you know if you just polish the TB and not open up the plate area it will do absolutely nothing, right? and if the TB plate doesn't sit flush you'll have a big old vacuum leak at all times?
good luck..
