Sound like you have loose wires running to the lights, or a bad ground wire for the lights.

It's the fact the work then don't that points me to the loose wire/bad ground.

I would start up the car pop the hood, with the lights on grab the wires that go to the lights. Be nice but wiggle them around, see if the lights flash. If they do, trace the wire.

Good luck.

Another possibility is that the light maybe angled wrong, park in front of a wall to verify the lamp angle. Otherwise the wiring or bulb may be at the end of its service life.
...When the signal light bulb is not working, do the indicators blink rapidly compared to normal (system self indicator that a blub is burnt) .

had a simular problem with running lights being dim and sometimes not blinking. Turned out I had a ground wire rubbing the metal just enough to cause the problem. Unfortuntly I did'nt catch it in time and it smoked the headlight switch and about half of all the wiring harness. Had to search through all the wiring and replace the melted wires w/ new wire and then tape it back like it was new. Big P.I.T.A. Like 4K-Quad says ,check that wiring. Better safe than sorry.

Quite prolly a weak headlight bulb.

They are high-temperature halogen bulbs.
They continually evaporate a little of the tungsten filament, which then re-deposits onto the filament (continual process, based on the high internal heat).
But, every cycle a little tungsten deposits onto the inside of the glass bulb. So, less tungsten on the filament to glow, and a little metallic layer that reduces the light output.
So, there can be a dimming effect, unlike old-fashioned 'sealed beam incandescent' lamps that just burned-out.

I understand it's a PITA-and-a-half to get to the GA's headlight bulbs to change them.

Which signal light 'sometimes doesn't work'? Right rear, left rear, both?

Look around in the trunk area, and see if some piece of cargo might have gouged the floor and cut or displaced a wire.

Was any mechanical work ever done in the rear? Body repair, trailer hitch install, subwoofer as big as a house?
Whomever did the work might have screwed-up some wires.

Good luck.

Blinking rapidly (or blinking slowly, on some cars) was an old-fashioned 'dumb' way for non-computerized cars to let the driver know that a bulb was burned out or the flasher had failed.

Modern cars, especially the '99+ GA's, have the lighting system highly-integrated into the BCM (Body Control Module), and the systems are fully monitored.

Your symptoms on the turn signal issue may indeed be telling you that a bulb is burned-out or the flasher has failed.

Try troubleshooting those possibilities (step one is to have somebody sit in the car and operate the signals as you walk around and inspect bulb illumination.

Good luck.
