While I'm driving at some points it sounds like somethign is rubbing as the tires go around. At first I had aggressive snow tires for the winter, so i thought it was just that. but today I had the tires rotated (front in back and back in front) and it still makes the noise, just not as bad, its like you know when u have a tire and on one side of the tire theres something rubbing and as the tire makes a full rotation the noise is heard once per rotation, its like that, like a rubbing..... anyone know what this could be?

Brakes, perhaps. Could also be a slipped belt in one of the tires. Can you feel it or just hear it?

If it's rythmic and not constant, try running your hand over the surface of the tire to check for inconsistancies.

i switched the tires that were originally making the noise and it does the same with the other two tires.... :-\ it's most promonant when the wheel is turned going at a higher speed.

Well, if it's when you're turning, it's probably a wheel bearing.
