Are 1999 to 2003 Pontiac Grand Am GT 16" Wheels directional or a wheel can fit on right or left side?

I believe it can fit on either side...

Check the tires that are mounted on the rims , if they are directional type tires they will have an arrow to indicate which way they have to rotate . If so they must be installed to rotate in that direction . ;)

rims can be switched ive watched many dealerships rotate them and i've asked them every one of them said it is ok

Again , it depends on the tires . You can't just rotate directional tires anyway you want . I believe the stock Goodyear RSA 's are not directional and can be rotated anyway you want , but if they've been changed this may or not be the case . Check ...
