i know the 99 ga gt stock offset is 38mm but i found some pimp ass rims with a 35mm offset will they fit or no?

If you really need to know go messure from your wheel inboard to the closest thing (suspension or otherwise) that your wheel/tire may come in contact with. If it's over 4mm you might be ok.
