Color Question

I was looking at some graphic sites and i see some sites offering something called SHADE-SHIFTER (Chameleon Colors). Can someone explain what that is.

It's the same thing as the paint.. In the sun it shifts from like red to blue to orange to purple... etc etc.. it shifts shades of colors :)
