Sorry...my buddy has some CF parts on his 318i...but they are all rough, and sratchy to the touch.

Can you clean C/F just like paint? Pre-Wax/Clay Bar/ Wax/Polish etc?

Or is there a specific cleaner to use?

Sounds like they didn't put enough resin on the sheet of fiber. If it's exposed enough to be scratchy, no traditional cleaning products would work. Hope it isn't a hood or other body panel... otherwise he got ripped off by someone who sucks at composites.

They are still very very shiney...just rough and scratchy to the touch.

Can't apply anything to make it smooth?

Well, anything used to abrasively smooth it out would but grinding directly out of the carbon fiber itself. Unless there is lots of resin there, but was never finished properly (not sanded enough). If that's the case, it would require a good amount of work to rough sand the imperfections and roughness, then fine sand, then buff.
