if a sub has a recommended enclosure volume of 1ft^3 but is put in a 0.6ft^3 would there be a noticeable difference (using polyfill as well)?

Yes there will be! Polyfill says that it'll make the sub act as if it's in an enclosure 25% larger than it really is. if you have .6 cuft then that's only .75 cu ft. It's still not enough. It may work, but you won't be getting everything you can out of it, and you may damage the woofer. :) I'd go with a bigger box.
