Alright, ive been researching this for a few days now and heres what ive come up with.
First, Angel or Demon eyes are rings that go around the headlights individually and light up when the engine is on, giving it the look of having eyes on the front of it.
This is accomplished by installing a reflector ring and lights or dim LEDs behind the ring to glow it up, usually a yellow or white accent light.
That was the start of it, on BMW 5 series when they came out, but theyve advanced some since the BMW version, first came LEDs instead of lights at the reflectors, using less power and with a much greater life, 2-8 LEDs placed behind the ring produced the light and reflected to create the eyes, this was the first step
next came the CCFL, Cold Cathode Flourescent Light. Like neons but much much smaller and evenly much brighter. This lets you throw more light from the same space for less money.
Now, so far ive only seen a few companies that sell the kits required to do this outside of the completed housing (which they sell of course) and theyve come in Red, Blue and White.
To install these would involve headlight assembly removal, and as stated in a different thread heated in an oven till the housing glue seperated, letting you get to the reflectors. Drilling small holes in the tops of the housings to slip your harness through, then running to a central location to wire to your acc and grounding wires, so they turn on.
ALL of that said, Ive contacted one of the companies for pricing and availability of 4 ring kits, colors available, and how much well be looking at for them.
Any interest?

PS - I dont have the exact price yet, I should get a response today or tomorrow, if I HAD to estimate for 4 of them.... around 100 for the lights and harnesses
