The governor is a part of the PCM...not the tranny. The only way to remove it is to either get a new PCM, or reprogram your current PCM.
Also, if you use the search function at the top of the screen, you can find answers to almost any of your questions.

The governor topic has been beat to death, in summary:
-you need better tires with a higher speed rating first
-can be defeated by installing a switch inline with the VSS signal wire - sideeffect is having no speedometer when the governor is defeated.
-you don't have to worry about getting to the speed governor in a quarter mile race unless you have major power adders

If you have OBD version 1.5 you may still be able to find an old performance memcal chip, or maybe Mantapart still offers theirs. OBD 1.5 cannot be "reprogrammed"
If you have OBD version 2.0, you don't really have any chip nor reprogramming options.
To determine which version you have, look for the presence of a cam position sensor. (with sensor = 2.0, without = 1.5) See this thread:

There's no bolt-on exhaust "kit." You'll have to select the parts you want and have a shop fabricate it.

Actually....there are plenty of reprogramming options for the OBD 2. I know for a fact that powertuner's has one. Infact, my friend who owns a 1998 GTP (with OBD 2) is ordering one soon.
Or you can just order a new PCM off Milzy or the good ol DHP (Im not sure about chips....a powertuner would eliminate the need for one anyways).

DHP & Milzy do not support anything other than GM V6's.
