I may be getting used bumpers and a spoiler. They are already painted different color. Would bodyshops just paint over the paint to match my color or would they sand it all the way down so they can prime and then paint?

Most would just sand down the clear and some of the existing paint and paint right over top. Problem is if they do that and it cracks or chips at all you will see the other colour.

unless there is something wrong with the current paint on it, there is no need to strip it down to the bare plastic.
almost every shop will sand it with either 220 or 320 or 400(wet) grit, and if no body work is needed, they will seal it, and spray a primer sealer, then color and clear.

the only reason that it would be stripped all the way down was if there was too many layers on the parts

if i were in ur situation, i would make sure nothing is wrong with the existing paint, and/or fiberglass/urethane. make sure urself there is no oxydizing, spider-cracking, or chips. most body shops will only do what u say literaly. like if u say u want those painted a lot of places will act like macco and JUST paint them, with a minor scuff to hold the paint on for a little while. i know this because i used to work in one of "those" shops. its terrible but just watch ur back.
