Lights wont go out

I posted this in the 3100 section a week on and still no replies. So here it gos :) Am going down the Road and my lights Flicker and doors keep unlocking ODD haaaa? So i pulled the fues Numer 15 (Alarm) . I dont have an alarm on my car what up with this. Could someone please help me out i have been driving around with my Dash all apart for a week now and it really looks bad :( ...... I just dont want to end up at the dealer i feel this is somthing i can fix with your advice

(Note i do not have any ABS, Radio, or dash lights when this fuse is out is there a short somewhere maybe)
