what is the most someone whould pay for a ram air setup?

I wouldn't pay any more for a ram air setup then you would pay for the cheapest WAI setup. You will see VERY little gain over the SE's setup. Not enough to be noticable. IMO, go for a WAI or CAI or CAB instead.

i would like a price because even though i know how ineffective this system is, i still might buy it but someone wanted $90 shipped. at first i said $50 shipped and now i don't even want to pay half of that. please give me a reasonable price to ask, thanks

If you know its ineffective then why bother? why spend the money? why spend the time?

$90 is very reasonable for someone to sell it for. Factory pricing is MUCH higher than that. But is it worth it as an upgrade? Well, only if you want to keep the car running 100% GM parts. Lots of people have made the switch, but none reported any real gains.
I wouldn't expect anyone to sell you a setup for $25 or even $50. But if they do count yourself lucky, but I still say it's a waste of cash.

Why is it so ineffective? I believe you guys and all, I just can't for the life of me understand why. It's raming cold air into it, isn't it? Is the setup that crappy?

In a word, yes. It is that crappy. There will be some minor gains, but not enough to make it effective or worthwhile. This subject has been covered ad-nauseum.
There are far too many bends in the intake to make it effective. You will get cooler air, but that's about it. This cooler air will mix with the slightly warmer air drawn from the second inlet.

I bought into the "Ram Air" gimmick, but I dont feel as bad because I got it for free. I had it for 2 weeks, then went with a Stage 3. The whole theory of Ram Air works, just not with the way the Grand Am is set up. If you look at LS1's TA's, their Ram Air takes the direct shot of incoming air, while the 3400 sits transverse, so the air has to come in, then bend down, and go up to the airbox then to the throttle body...basically too much restriction from all the bends/turns. If you want to keep it stock, go for it, but I wouldn't pay more than 50-60 shipped for it.
