i bought this BHA2004T

at a place called ultimate audio for my 03 GA SE. i'm wondering if i really need this or this is just overkill?
if so, what wire harness do i need? no onstar, or steering whell controls.

That's the old relocation harness that you used to need. You can still use it, but you'll need to keep your factory stereo in the car (generally in the trunk) so as not to loose the other features of your electrical system that the stock radio controls. The new method replaces that huge harness and your stock stereo with a small box and speaker which looks like this (http://www.installer.com/photos/gmrc-01.jpg) or like this (http://s12.photobucket.com/albums/a245/juggleboy720/Car/?action=view¤t=IMG_0568.jpg&refPage=&imgAnch=imgAnch5) in my case. That pic is from my install and I got my harness at Bestbuy.

i wont be keeping my monsoon deck, i'm replacing it wint a pioneer DEH3800. so i guess i dont need this harness, i need the GMRC-01 harness then?

Exactly. The point is that with the harness you got you HAVE to keep the monsoon deck in the car. That's why you get all that extra wire, so that you can relocate it to the trunk "out of the way". The GMRC-01 does away with that, so that's the one you'd want.
