expected mpg?

Hi, I have a 2001 grand am se v4 with 52,000 miles on it, (I have a CAI and custom 2.25 piping exaust with a magnaflow muffler.) I'm getting about 18 mpg city driving. Is that low mpg for my car, and if so what would you recommend to increase it?

I got about 21-24mph mixed. Best mpg was 32mpg mostly highway @ 65mph. that's with a 2000 yr 3400v6 with 135k on it and shortly before I put new plugs/wires on it.

Worst was about 16. Don't ask.
