finding part name and place to buy

Hi everybody, i havent found the name of this part and i havent found the place to buy this part either. I go to the junk yards and nobody seems to have this part. Ok here i go with the description. Its a black plastic that goes under the front bumper. You can usually hear this plastic rub against the parking lot block when you go to far or your car is just to low. I think it has something to do with air going up to the engine. is it called an Air dam? If anybody knows what this part is let me know. Also where can i buy one (Websites)? Since when i got my car at a used car lot its been broken and it makes my car kinda look ugly from the bottom.

It's the radiator support. The air dam is attached to it.

It's called the lower deflector and it's around $40 or so at the dealer.
