Ok here we go. Use about 220 and then 320 paper. better with an electirc sander. SMOOTH IS THE KEY. you dont have to sand down to the primer but make sure all the clear coat is gone or the paint and primer wont stick that well. prime with a HIGH BUILD primer and make sure its made for plastic use. tape all the non painted areas. get single stage paint. for those small type of applications you can spray bomb it and clear it after. it will look the same if you do it well. but I would recomend taking your bumpers off and try to get them baked. the paint will last longer.
Just a caution BLACK OR ANY OTHER DARK COLOR is the worst to paint. Any bumps, orange peals, scuffs, fish eye or paint and clear flaking WILL show badly. good luck

S w/ numerous other posts I've commented on: Go w/ urethane paint. It's flexible & will cover anything as long as it's prepped good. You don't have to go through your clear unless it's necessary to feather out chips, scratches, etc. Just feather out all your chips & scratches & then abraid the entire bumper w/ atleast 320 grit or higher. (Make sure you do, however, remove all the oxidation)
