TCC solenoid and temperature

At what temp should the TCC solenoid kick in? Mine pretty much waits until the engine is fully warmed up before it actuates. In the winter this means I might be 5 miles down the road before I can get my RPMs to settle down. Does this seem normal?

Mine does this.

I'll be hammering down the Hignway with my cruise set to 120KM/H....and maybe a little bit after my temp gauge reads normal the TCC kicks in and the revs drop.

I'm guessing the stock tranny cooler and the cold outside temps cause the Tranny to take longer to warm up.
