if you have the lower clip in all the way...try adjusting this screw...it will push the headlight in and out ... :)

And if that doesn't work to your liking have a look at this thread:

mak sure the bottom black piece is in. if your headlight wobbles up and down (just take one of the nips and movie it up and down) if iit moves pretty good, then the black thing isnt in. take the headlight out and get that piece i first.
as for the brake dust covers. good lucky, i've seen none that are that biig and aren't plastic, you'll just hav eot live with the brake dust or buy some ceramic pads. they don't give out as much dust as the regular ones

There are only 2 clips, but three points of adjustment. The outer clip on each side actually clips in to the top adjuster (adjusted by turning the inverted torq screw) and a lower one. The lower one can be adjusted by pulling up on the seal along the lower edge and looking for the screw, you'll need a very long screw driver to do it this way. I just took my head light out and turned the lower one in/out a few turns at a time, installed light(had to adjust top in/out so it could be clipped back in), looked at how it sat and then took it out to adjust some more, or aligned light beams and viewed how it all looked.
My drivers side light stuck out so much before it looked like a bugs eye....now I have it adjusted in a bit much as the seal on top actually is in behind the front fender lip.

edit: As Katie said make sure they are all clipped in. When trying to put mine back in I found getting the outside lower was the hardest to get "clipped". I could literally pull the lower part of the housing out 2 inches if it wasn't clipped. Come to find out what I had to do was line things up, lightly push assembly in, then pull up on clip so the lower piece would/could slide into place before pushing down on the clip to secure the housing.

I figured that was your problems, very common, and not just on Grand Ams either.
