maybe i'm missing something cuz I'm drunk, but try pushing the switch. On the 99's and up if you push they stay on, if you pull they're only on as long as you hold the switch....

Bad switch?
My 1995, when I pull it back, it'll click, then go back to its normal position, but I'll have high-beams. I just do it again to shut them off.

99 and up ga's you push it to turn it on and pull to turn off you can hold them on if you only need them for a sec.

When I went to go pick up some food I played with mines for a while and after a while i started to get the click but the low beams or high beams wouldnt cut on just the fog lights. But I kept playing with it and it seems to work fully now. Try pulling yours all the way back till you cant pull it anymore a couple of times over and over. Mines seem to be fixed now.
