Is your power steering fluid filled to the correct amount? When making a tight turn at low speeds, the humming would be the power steering pump letting off excess pressure, so that would be why it gets worse when doing that. Try filling your fluid to the correct amount, then with your car in park, start turning the steering wheel lock to lock (all the way left to all the way right) a few times to get fluid in the lines, and see if it's any better.

It is definatly your pump, make sure you have the correct amount of fluid in it. Mine used to hum horribly on a cold morning but it would go away when it warmed up.
If the fluid level is good, prepare to replace the pump. If you do it yourself you can save some money. I paid like $280 to have it done, and my steering was so much smoother afterward.

You should feel lucky, that is better than say the water pump ($800) or heater core leaking ($650), I could go on but I wont.
Look into doing it yourself, if you have a Haynes and a buddy it may be worth your time.
