Was/is the pump leaking/whining?
Did you run back through and make sure all is together like it is supposed to be?

Any fluid on the ground?
Did you refill the reservoir?
did you properly press the pulley on the shaft of the new pump?
Any bubbles in the reservoir when turning the wheel?
These may seem like stupid questions, but we need a few more details.

I have change pump because it was making groaning noise.
Noise is gone.
No flued is leaking.
Reservoir is full new fluid.
Pulley was press properly on the shaft.
There is no bubbles in the reservoir when turning then wheel.
Streeing wheel started stiffing up when we flush the PS pump
took the return line off and start pouring in new fluid and spinning the steering wheel back and forth until the return fluid comes clean.
Only thing I did not had is wheels off the ground when i flush the fluid.
I have took the return line out again to check pump to see if pump is pumping fluid no problem it is working fine.but still there is no power.
