Low Traction light in 98 GA

Our 98 GA has this strange problem that I've been noticing more and more lately. The "low traction" light keeps popping on, sometimes staying lite. The car could be sitting still or just rolling out of the garage.

I know its not due to "low traction"....any ideas on the problem and the solution?
