and i noticed the offset on our cars (99-05 i think) is 42 and these are 40s does this matter or not?

Those are wheels, not tires. Tires are mounted on wheels and contact the road surface. That's not the right bolt pattern, technically. Plus, why do you want to buy new wheels that are the same size as the wheels you have right now? Go at least 17 for aftermarket wheels, maybe 18 or bigger if that's the look you want.

yea i typed that at like 1 in the morning i was tired... when i reread it i realized i had typed tires instead of wheels lol.... buuuttt i didnt wana change wheel size cuz i didnt wana get new tires as well

some websites sell decent tire and wheel combos. i got a nice set of polished aluminum 17" wheels and tires for about 600.
