Steering Jerk (low speed)

hey guys

I have noticed since I bought the car that when im turning at low speed, I feel some tension in the wheel, its not smooth, its like it wants to stay in a certain position and when I continue to turn it feels a little jerky, again not smooth

I have read in a few threads about a possible steering rack problem and or someone had said that the belt might need to be replaced.

Have any of you had this problem before and or know whats going on, is it normal? shouldnt be
