if i put recessed wheels on my car will this effect where the tires at all? like i look behind my wheels now and theres where the axel n the brakes n all that good jazz is.. would this make my wheels sit out farther?

If you recess the front wheels too much I can guarantee you that you will be rubbing the wheel into the wheel well on turns, especially sharp ones.
Recessing is the opposite of extending so they wouldn't stick out further.

the wheels i looked at said recessed and i didnt want them to have any conflicting problems with the brakes and all the stuff on the otherside of the wheel like directly on the other side

I dunno, but I think he means like wheels that have the deep dish look to them. But I could be wrong cuz I understood like 2 words.

You're asking about recessed wheels making your wheels stick out farther? Try the opposite. Just get wheels with the right offset and we won't need this conversation or any problems.

never mind
No gym for home, work out floor with 30, but is it for 20 like 30 lb when you no lift it to be for men, for 30 lbs instead? or half is 10 for 20 pounds?
