70% means when you go to buy tint, the tint has to be rated at 30% correct?

70% Means that it has to allow 70% of light through it. 30$ would let 30% of light through it.. the darker you go the smaller the number... If it's passed 70 or 80% It's like not having tint at all.

acually if ya have50% on u'r only allowing 43% thru and ya have 70 on u'r only allowing 63% thru the window does have tint in the window so at 50% u'r still ileagal if u'r in a 50% state

Note that ON is listed as "vague" under the front windows, that's because it is vague--it's left to officer discretion (which is retarded just like the officers whose discretion it is, lol). However most police officers in ON will use 35% on the front windows as the darkest you can go, by convention.
