Do I have to replace the struts, if the strut mounts need replacing?

No, but if you have enough miles you may want to just because you're taking the struts off anyways.

IMO, you've got this kinda backward.
Broken strut mount bearing plates make an annoying nuisance, but they cause no ill handling, excessive tire wear, or other detriment.
True, their noise is disconcerting, especially to passengers.
But overall, they can remain as-is, broken, for tens of thousands of miles.
I think most GA owners just live with the annoyance until it's time to replace the struts, then have all the work done.
When you're all done, you need to have a 4-wheel alignment of the car, about $100.
Doing everything at once saves the cost of one alignment.
