Small prybar. Like Joe said they are usually stuck on there pretty tight. When you reinstall it put some grease on the splines to help it come off in the future.

I used the lug wrench. Just be care full and put your hand between the end that you push down on and the car, you don't want it to break loose and you bust the windshield or scratch the paint.

As specified in the service manual, on a 96-98 car, you should use a tool called a "battery terminal puller". This will actually fit right into notches in the bottom of the wiper designed for the puller...
You will need to remove the cap and nut, as you have done, but you will also need to lift the arm an insert an unused rivet or pin in the hole in the arm to keep the spring tension off. With the tension off, sometimes they can come off easily with a little pulling upwards. However if they are still stuck, use the puller, it's only about $6-10. Careful not to nick up the bottom of the wiper too much with the puller--be sure the little arms sit properly in the notches ;)

On my 96, there was a small hole by the pivot. You would lift the arm and insert pin in the hole to take the pressure off the arm.
The stud that the arm is on is cone shaped. Try some WD40.
