Loss of fuel on start-up?

When I try to start my car, the car just sits and cranks, I have to pump the pedal a little bit to get it to catch, and keep pumping it until I know it's gonna stay running, otherwise it'll drop RPMs and die. I've been told that a fuel filter could cause this, and I'm gonna try changing that soon, but what else could be causing this? It seemed to happen on my first start after a new tank of gas without any fuel additives. Car is an 01 GAGT with 128K miles, newer plugs and wires, new FPR, newer battery.

I've been seeimg a lot of that type of problem lately at work (extended crank, low power). In the last 4 cars I looked at, 2 were fuel strainers, one was a pump and one was a filter. Try a filter first, it's a cheap guess.
