I have a 98 GA se, automatic transmission, FWD. i installed a cold air intake and a cherry bomb muffler and the car responds great. jumps off the line well and has impressive acceleration. but i wanted to know how can i get more output from the engine... is there a "limiter" on the car? it gets to around 107 and holds... so if there is a "limiter", can it be removed?
...also are there any small mods that would increase HP?
The limiter and the computer can be tweaked through the purchase of HPTuners software.
Small mods you're stuck with porting your exhaust manifold, fabricating a 2.5inch downpipe, high flow cat, and doing the rest of your exhaust piping to 2.5inches. Find a throttle body spacer, hit the junkyard and buy a 2.3L throttle body which is larger than yours. Also find a 2.3 High Output crank pulley.
After that tune the car w/ hptuners, AND/OR do some nitrous.
After that you open up the motor for real modifications.
well that's the very basic jist of it, and biased by my own opinion.

i was hoping to avoid costly make-overs, like nos kits, cuz this is still my primary vehicle. i did much of the exhaust over when i added the chery bomb muffler and i was thinking about replacing the stock cat with a cherry bomb glass-pack (similar mod on a stock mustang and it runs well)... i can look in to a hp pcm but are there any other pcm's that can remove the limiter without overhaulin' the engine?

The only way to remove the limiter on the 2.4 is HP tuners there are no aftermarket ECUs. I suggest secret cam swap and a few of the other bolt ons already suggested.

If nitrous is too costly, than if he can't do the work for the cam swap that will prove to be too costly as well.

They're not costly, it just costs cash to go fast. Even on Hondas it costs money to go fast, the right way.

so with all the mentioned mods( except the nos) i would be looking at at a couple 1000 or so? ( my uuncle has a legit shop so im not worried about the cost of labor)

we listed some pretty cheap mods. Almost all the parts come off 90-94 Quad 4 cars. The only somewhat expensive thing was HP tunes software which is about 500-600.

how big is your exaust piping now? I wouldn't be worried about the cat too much since the GA cats are not that restrictive. If I were you I would modify a J-body Header to fit your motor before changing the cat out. I think I pretty much covered most of the bolt ons before you start going into forced induction or machine work and engine building.

its 2 1/4"....but it was re-done when i added the performance muffler.

2 1/4 should be fine with the mods listed above but i highly suggest the header
a header or at least a heavily ported stock exhaust manifold........... and have someone fabricate a nice downpipe into a high flow cat or the stock cat or some cherry bomb which you've been wanting. Use HPTuners to kill the code you'll get for deleting the cat ****illegal in all 50 states if they find out****, and all is fine and dandy. With the mods, and then getting HPTuners, the key will be to get the car tuned. With tuning you'll gain a bit more power over what you felt from the modifications. And most likely better gas mileage when you're not pegging the accelerator to the floor. :)

The cams needed for a secret cam swap can be found on ebay usually for around $100. Throttle body spacers are a waste of money IMO. Also, unless you're going with a supercharger or custom turbocharged setup in the future, 2 1/4" exhaust is gonna be plenty for you. Bigger throttle bodies can be found on here sometimes, or on ebay for not a whole lot as well.
Beyond those though, you've got the others pretty well covered.

Reasoning for the throttle body spacer is so the linkage won't hit the intake manifold if he decides to use a 2.3L throttle body. It's more of a clearance thing.

we tried to get actuall CAI's made for quad 4 powered cars and the whole community said they were better off on their own.. then I was banned from the quad4forums cause i wouldnt pay them for all the money I wasnt making from my offering to make prototype intakes for material cost (ie no profit)...
In any case i would be happy to help the 4cyl community but that would mean that some the 4cyl owners would have to break down and actually admit that not everyone can make their own parts and do all their own tuning...

Ouch... Sounds like Q4F has a bug in their ass...
Not a good way to get something good added to the currently low 4 Cyl market.
The trick for the Cat delete in states which mandate inspection is to use clamps for that part of the exhaust. During most of the year, have a straight pipe clamped in there, but near inspection, undo that, and put your cat back in.
or you can just have a flange on both sides of the cat and straight pipe pieces so you can do the swap with less hassle.

we dont make anything for 4cyl cars YET... this is mainly due to lack of support from the 4 cyl community...

I think the problem there is that you started with a CAI. Everyone has a homemade one that works just as well as anything that can be sold. You'd have to find something that is a little more exotic to the community.
like a nice set of boost cams.
adjustable cam gear.
a coil conversion package.

I didn't say anything about a time table, I am just offering suggestions. I'm aware of an individual on quad4forums that is looking into certain products.

there are actually 2 different ones that I have seen the cad drawings for one that is good for trial and error and one that is good for permenant use.
