When you notice something on a TSB like the ones on alldata.com, are those issues that can be fixed, such as a recall or just stuff they're saying got revised and problems they're admitting to?

A TSB is just a way that GM uses to tell technicians about common problems and how they should fix it.

It is NOT a recall and doesn't garanty you that the dealer will do exactly what it says. If they don't and you have more problems GM will pound on them though so they will mostly follow the TSBs. Also if you're out of warranty you will still have to pay for anything that they fix on your car, TSB or not (unless it's specifically mentionned in the TSB that GM will pay, which is VERY rare).
