Well this is a great way to start today for me. I wake up, check the car like I usually do, and bam! The fog lights are stuck on. I do everything and the only way to turn them off is to pull the fuse. Any idea what may be causing this?
My hypothesis is that water got into the car (need to fix that) and shorted the wiring to it, anything else I should look out for once it stops raining?

They *should* work only when both they're switch is 'on' AND the headlights are on 'Low' beam.
By 'stuck on', do you mean:
1. They are on when their switch is 'off' and the headlights are on 'Low' beam, but they go off when the headlights are on 'Hi' or headlights are 'off'?
Or,
2. They are on ALL THE TIME, regardless of their switch position and regardless of headlight position/beam selection?
In any case, I would suspect their little relay is fried, stuck in the 'on' position.
If the circumstance is #1, then the problem *might* be the fog light switch itself is broken, and just not turning 'off'.
If it's circumstance #2, then tha would ONLY occur if the relay were faulty and permanently 'on'.
Not likely it's a problem with actual wires; possibly water got into the relay or the switch.
I would replace the relay; I *think* it's one of the 3 at the firewall, under the hood in front of the passenger.
Hope this helps,

I also vote for "bad fog light relay"

just to clarify: no key in the car, or within 30 feet of the car
locked all night with everything off
fog lights only on when i approached my car
at least it didn't drain the battery
so new relay? hrm.... how much do those usually run and will the car be fine for me to drive home on friday from school so i can have access to my tools?

No tools necessary, just wiggle-and-pull.
