So, the Car won't start, and my dad and I have been looking over it and we can't find the relay between the Neutral safety switch and the key switch has anyone had to also do this before?

IIRC there's no relay for neutral safety circuit.
I assume you mean the starter doesn't activate when you turn the key to start? If the starter runs but engine doesn't start, then the problem is likely to be elsewhere. (spark? fuel? etc)
Do you have the ignition switch fire recall fix done?
If so, there's a relay switch connected between the key switch and starter solenoid. It is mounted to the radiator support bar in the center. This would be the recommended test point when you start troubleshooting.
If you don't have the recall fix (relay), then the ignition switch itself is suspect - they are known for wearing and/or burning up due to the current draw of starting the car.

hey thanks Matt we figured it out. its the key switch its very temperamental but it will do and we were discussing about putting a push button start in it instead of the key.

Push button start won't resolve any problems with the other contacts (accessory circuit 1 and 2) in the switch. I would just replace it.
