Is there something that needs to be done to caps to get them to first start working?

yea it should have came with a charging circuit

Put it back in the box and back away slowly..lol.

Which is just a light bulb to connect in series to avoid the sharp inrush of current to charge the "empty" capacitor. I personally never bothered to do that.. just get a slight spark, so I make the fuse (inside holder) my last connection.

yea use a test light or a small capacitor from radioshack to charge it or you will pop fuses if you just hook it right up...atleast my 3 farad did

Test lamp = yes
Small capacitor = DO NOT try... small electrolytic capacitors can and will explode violently when connected incorrectly (reverse polarity) or if over voltage (most small ones are rated rather low voltage.) You should be using a resistor for this, not a capacitor to slow-charge the stereo system capacitor.
