1) More difficult than a 10 year old family car warrants.
2) Anything is possible. Feasible? Practical? Necessary? Those are all debatable.
The fastest Grand Ams that still have a factory engine (modified, of course, meaning no swaps included) have the same engine you do.

Both questions can be answered in this manner with another question:
Do you have the dedication, the time, the knowledge, and the money to do so?
Its possible to put a sunroof into a car, but its not easy, and you will have problems with leaks (I have a friend who hacked T-Tops into his 2000 Camaro base, and it does leak some).
As far as the engine goes... mod the LD9. Infact, the fastest confirmed Grand Am here is a Twin Cam equipped Grand Am.

the sunroof will leak more then likely . swap to a 3.8 s/c but LOTS of work so just mod yours

you can do a sunroof but if you do pay someone to do it that carries a warranty
do a search for "spy" he has the fastest confirmed n body on the site

I'm not sure about where you live, but out my way there are custom shops that will install sunroofs to solid-roofed cars for about $3-400. Otherwise, you are going to have to be super tight in cutting w/ a sawzall and like stated, may leak if you are a first timer
Also, if you read my thread "everything you need to supercharge your 96-98", all of the things I mentioned apply to your year car as well since you have a 99
You can get the charger from gmpartsdirect or pace performance for about 1500, and you'll need the 2000+ starter. You won't be able to use the GM retune that comes with the kit so you'll need to get HP Tuners or go to a dyno/performance shop that has HPT and you can buy a license for about $100. Install w/ directions is possible, although I'm not sure what your knowledge of motors is so it may take you some time. I had Matt95gt come to my house to help me install, and it took all day saturday (although we had to modify shit because I have the 98) and some of Sunday and he left w/ me having to wrap up a couple minor things that I had another buddy come help me with
Having said that, you could put a 3400 in there as there are SE's that came with that motor, but you are talking motor, tranny, computer and again, cost would be based on your knowledge of motors/cars etc
If you got lots of skills, time, money and tools you could also do a 3800 II s/c from a GTP

the s/c i'm referring to was designed by GM and is applicable to 2000+ j bodies (sunfire/cavalier) and does not void warranty (meaning it's supposedly safe). it's claimed to be a 50hp/40tq gain. When you get into smaller pulleys, bigger injectors, and other things to modify how much boost you are pushing, etc you certainly run the risk of damaging your motor, but doing this upgrade should be fine.
Running nitrous can be dangerous if over used, not properly installed or too much of a shot is used. There's no proof, but if you'd like to stay safe, a 50 shot should be enough to get you a tenth or two off your time, and not damage your motor

For nitrous get a wet kit, 50-75 shot (75 if you only use it once in a while, just to be safe)
BTW, 21 mpg with a 2.4? Get it tuned up (spark plugs, springs in the cover, check coils, fuel filter, air filter), I get better with a 3.4 romping on it to hear the exhaust.
