What material is the front fascia of my 99GAGT made of...fiberglass?
(may be a stupid question but i know nothing of body work)

its not fiberglass for sure. i think its uerethane (not sure on spelling)

I really know nothing about the 99+ cars but my guess is enduroflex. A plastic that was first used on the Fiero and now seems to be used on all GM cars.

It's a urethane plastic.
